Official Source of the New Tax Invoice Format
Under the provisions of VAT Act No. 14 of 2002 the Inland Revenue Department is Sri Lanka has introduced the new Tax Invoice format. It states in the Gazette Extraordinary No. 2463/05 dated 17 November 2025; The format and specifications are provided in Annexure I โ Tax Invoice Specification.

Required Details in a Sri Lanka VAT Tax Invoice
According to Annexure I โ Tax Invoice Specification, every VAT-registered business must generate a Tax Invoice containing the following information:
Tax Invoice Title
The document must clearly display the title "TAX INVOICE"The title should be prominently shown at the top of the invoice and highlighted for easy identification. This helps customers and tax authorities quickly understand the purpose of the document. A clear and visible title also keeps the invoice professional and aligned with standard GST invoicing practices.
Supplier Details
The invoice must contain the supplier's (VAT-registered Business who sold goods) information exactly as registered with the Inland Revenue Department:
- Taxpayer Identification Number (TIN)
- Business Name
- Business Address
- Telephone Number
- Email (Optional)
These details should appear on invoice's top-left section.
Purchaser Details
The invoice must also include the purchaser's (VAT-registered business Who buy goods) details:
- Taxpayer Identification Number (TIN)
- Name
- Address
- Telephone Number
- Email (Optional)
These details should appear on invoice's top-right section.
Invoice Information
Every tax invoice must include:
- Invoice Serial Number must follow the prescribed format "YYMMM_QQQQ_XXXXX"
- Date of Invoice in MM/DD/YYYY format
- Place of Supply
- Date of Delivery in MM/DD/YYYY format

Product or Service Details
The invoice should clearly display:
- Description of goods or services
- Quantity or volume supplied
- Unit price
- Amount excluding VAT

VAT and Total Amount
The invoice must show:
- Total value excluding VAT
- VAT amount charged (currently 18%)
- Total value including VAT
- Total amount in words
All values must be shown in Sri Lankan Rupees (LKR) without cents.

The invoice should Clearly mention payment mode, such as:
- Cash
- Bank Transfer
- Cheque
- Credit Card
- Debit Card
- Mobile Payment
- Online Payment
Additional Information
Businesses can include any other relevant details related to the transaction, if required. This may include terms and conditions, return or refund policies, payment instructions, delivery details, or other important notes. These details help customers clearly understand the terms of the transaction.
Record Retention Requirement
The supplier and purchaser must retain tax invoice records for at least five years from the end of the taxable period. Both original and duplicate copies should be preserved for audit and compliance purposes.
Invoice Serial Number Format
The invoice number must follow the prescribed format: YYMMM_QQQQ_XXXXX
Example: 25OCT_BR03_1
- YY = Last two digits of the year
- MMM = First three letters of the month in uppercase
- QQQQ = Branch, project, unit, subsidiary, or customer code
- XXXXX = Running numerical invoice number
The total invoice number length must not exceed 40 characters and must not contain spaces.
